A summary of notable Federal Register activity published November 2, 2026, drawn from the Spicy Regs dataset.
Final rules
Pharmacy benefit manager fee disclosure. The Department of Labor's Employee Benefits Security Administration issued a final rule requiring pharmacy benefit management service providers, and affiliated brokerage and consulting providers, to disclose their compensation to fiduciaries of large, self-insured group health plans subject to ERISA. It takes effect January 4, 2027.
Forest Service administrative site leases. The USDA Forest Service issued a final rule exempting administrative site leases from its special uses regulations. The agency describes it as a deregulatory action meant to better align its leasing activities with how leases are used. It takes effect December 2, 2026.
Proposed rules open for comment
Infant formula nutrients. The Food and Drug Administration proposed amending nutrient specifications and labeling regulations for infant formula, as part of a phased, comprehensive review of infant formula nutrients. If finalized, the rule would change the minimum and/or maximum levels of four required nutrients. Comments are due March 2, 2027.
Ultra-wideband devices. The Federal Communications Commission proposed updating its Part 15 rules for unlicensed ultra-wideband devices to reflect technological changes since the rules were first adopted in 2002. The notice also addresses petitions from Robert Bosch LLC and the Alliance for Automotive Innovation. Comments are due January 4, 2027.
Chemical significant new use rules. The Environmental Protection Agency proposed significant new use rules under the Toxic Substances Control Act for certain chemical substances that were subject to premanufacture notices and an EPA order. Once finalized, the rules would require notification before covered new uses begin. Comments are due December 2, 2026.
Why these matter
Final rules carry fixed effective dates, giving affected parties a defined window to prepare. The PBM rule applies to disclosures owed to plan fiduciaries, and the Forest Service rule changes which regulations govern a category of leases. The open comment periods are the formal route for public input before the FDA, FCC and EPA proposals are finalized.
